It may not be certain... All depends on the overall market trend... If the trend is sideways or down, this counter may have some more to drop. Since time immemorial, people lose money in the stock market because of this certainty factor. In the stock market, never be certain... Joining this scheme is a must for those who are 'forever' holders... or those whose aim is to hand over their stocks to their children/grandchildren. With their participation, the market is thus made more liquid...
while they earn some interest side 'income'...

Yes i joint the share lending programme 3 years ago and this is the first time my shares were borrowed. They do not have to ask for your permission to lend as long as you have given them the instruction.
So someone borrow to short ???
